What is TVWD doing?

To improve the reliability and resiliency of the water system for future generations, Tualatin Valley Water District (TVWD) will be conducting a vital water infrastructure project that will include:

  • Removing the existing 189th Reservoir and Pump Station located at the corner of SW 189th Avenue and Hart Road.
  • Constructing a new 189th Pump Station at the current site.
  • Removing the existing Goyak Reservoir and Pump Station located at the intersection of SW 189th Ave and Rigert Road.
  • Installing new water transmission piping between the new 189th Pump Station and the District’s Goyak Reservoir property.

189th Reservoir and Pump Station
The existing 189th Reservoir and Pump Station are aging and experiencing equipment challenges. In addition, the current water demand exceeds the station’s capacity to serve current and future customers in the growing upper elevations of the Cooper Mountain service area. 

Goyak Reservoir and Pump Station
The Goyak Reservoir and Pump Station is difficult to access for operations staff, has groundwater intrusion, and needs significant additional upgrades. Due to seismic deficiencies and the challenges of upgrading the reservoir and pump station, the District has elected to consolidate and include the functionality of these facilities elsewhere in the distribution system.  

New 189th Pump Station and Piping
The new pump station and associated piping will:

  • Replace both the current 189th  Pump Station and the Goyak Pump Station.
  • Push water to the Cooper Mountain Reservoirs located on Kemmer Road across from the Tualatin Hillsboro Park & Recreation District Cooper Mountain Nature Park. 
  • Boost water service capacity by 60 percent, supporting the growing needs of the Cooper Mountain service area amid ongoing development and densification, well into the future.

Pump stations control the flow of water through the distribution system, and push water through pipelines from lower to higher elevations.

This page will host ongoing information about the design needs for this project including activities like geo-technical drilling for soil samples, site surveying, and/or potholing for global positioning system coordinates of existing water system equipment or other underground utilities. These types of activities, and others, will aid the engineering team with designing the replacement facilities. 

This project is a $10.5M investment in the water system. It will be supported by revenue from water rates, and $3 million dollars in infrastructure funding by the Oregon Legislature as part of Senate Bill 1530, signed by Governor Kotek on April 17, 2024.

What is the timeline?

  • Now - Spring 2024: Bidding and contracting
  • May 2024: Construction begins
  • Fall/Winter 2024-2025: Pipeline construction on SW 189th Avenue
  • June 2025: Startup of new pump station
  • Fall 2025: Final project completion

How does this affect me?

TVWD has hired Slayden for demolition of the current TVWD facilities and construction of the new pump station. TVWD and Slayden are committed to being good neighbors. During construction, neighbors can expect:

  • Staging: Staging of equipment, tools, and materials will be onsite at the current 189th Reservoir and Pump Station and at 18755 SW Kemmer Road.
  • Large equipment: Front loaders, excavators, and dump trucks will be used during this project.
  • Work Hours: Per City of Beaverton municipal code, work will occur Monday through Friday from 7 a.m. to 6 p.m. and outside of those times in the staging area, as needed.   
  • Impacts: Properties near the project site may experience noise, dust, vibration, and traffic delays. 
  • Traffic Impacts: Your street may be closed to all but local traffic during construction hours. Crews will try to keep driveways accessible, but you may have to park on a side street sometimes during construction hours.
  • Planned Water Service Interruptions: Your water service may intermittently be disrupted for several hours. If we need to shut off your water, we will hang a notice on your front door at least 24 hours before the temporary shutoff.
  • Services: Mail, garbage, and delivery services will have access.
  • Road Restoration: Temporary road surfaces will be maintained until final road restoration can occur, based on weather. 
  • Fencing and Sidewalks: Temporary fencing and sidewalk detours may be used for pedestrian safety.
  • Responsive Staff: TVWD engineers, inspectors, and community engagement staff will be on-site often and can assist with construction concerns. For additional questions or concerns, email the team or call 503-848-3012.
