TVWD Customer Assistance Program Details
Community Action of Washington County administers this program and can work directly with customers for assistance on their water bill and other utility assistance programs. Contact Contact Community Action of Washington County to apply for assistance.
The Customer Emergency Assistance Program includes:
- Eligible customers can receive credit for to up to 28 CCFs of water and fixed charges towards their water balance
- $292.10 at November 2023 rates
- Contact Community Action of Washington County to apply for assistance
- Payment plan is required for any remaining balances
Limits of program use:
- One use per 12-month period
- Customer has a stated emergency
Program eligibility requirements:
- 60% median income per household size or enrolled in one of the following:
- Supplemental Nutrition Assistance Program (SNAP)
- Temporary Assistance for Needy Families (TANF)
- Oregon Health Plan/Medicaid (OHP)
- LIHEAP or OEAP Energy Assistance since Oct. 1, 2018
- Supplemental Security Income (SSI)
- Women, Infants and Children (WIC)
- Federal Low Income Weatherization (USDOE) since October 1, 2018
- Tribal Temporary Assistance for Needy Families (Tribal TANF)
- Single-family residential customer, receiving TVWD bill directly
- Past due water balance
- Must be a current TVWD customer
- Eligible customers can receive credit for to up to 28 CCFs of water and fixed charges towards their water balance

How can I help others with their water bill?
Are you able to financially assist a neighbor in need with paying their water utility bill? Any amount helps, and some customers simply round up their online bill and donate the difference. While that's often only a few cents, it adds up and every penny counts to those in need. We sincerely thank you for all donations!

Customers who pay their TVWD bills online can donate money to assist customers with emergency assistance needs. Donated money goes to TVWD's Customer Assistance Program. If you would like to donate, please do so when paying your bill online.
